how do you do nonremap portraits?

This is going off of the whole which type of portrait you prefer in a way, but I was wondering how do most people do most pixelated nonremap ports?

Like with the FurC palette or is there something else you use?

Photoshop. Better color palette than the .fox editor, by far.

or you can use microsoft paint
thats what i use.
